THC staff consults with citizens and organizations to preserve Texas architectural, archeological and cultural landmarks. The agency is recognized nationally for its preservation programs. The THC is composed of 17 citizen members appointed by the governor to staggered six-year terms. The agency employs about 200 people who work in various fields, including archeology, architecture, history, economic development, heritage tourism, public administration and urban planning

JOB DESCRIPTION:

Performs highly advanced management oversight activities for the operations of four of the agencys programs: Texas Main Street Program, Texas Heritage Trails Program, Certified Local Government Program and the Visionaries in Preservation Program. Work involves establishing short, mid and long-term goals and objectives; developing guideline, procedures, policies, rules and regulations; developing schedules, priorities and standards for achieving established goals; coordinating and evaluating program activities; and developing and evaluating budget requests. Plans, assigns and supervises the work of others. Works under minimal direction from the Deputy Executive Director with extensive latitude for the use of initiative and independent judgment.

EXAMPLES OF WORK PERFORMED:

" Manages the activities of staff in program area(s).

" Plans, assigns and/or supervises the work of others.

" Develops and implements techniques for evaluating program activities.

" Develops guidelines, procedures, policies, rules and regulations and monitors compliance with policies and procedures.

" Identifies needed areas of change and makes recommendations to improve operations.

" Plans, implements, coordinates, monitors and evaluate policies and procedures.

" Establishes short, mid and long-term goals and objectives; develops and/or approves schedules, priorities and standards for achieving goals; and directs evaluation activities.

" Oversees the preparation of management and productivity reports and studies.

" Oversees and approves budget requests and purchasing by the division.

" Oversees the planning, development and operation of Christianson-Leberman Building.

" Provides technical guidance in the program areas.

" Conducts annual performance reviews for all division staff

" Represents the program area at meetings, hearings, trials, conferences and seminars or on boards, panels and committees.

" Attends senior staff meetings with administration leadership and other division directors.

" Conducts regularly scheduled division staff meetings.

" Testifies at hearings, trials and legislative meetings as appropriate.

" May prepare, develop, review and/or revise legislation.

" Responsible for annual division planning retreat.

" Performs related work as assigned.

GENERAL QUALIFICATIONS:

Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment and/or programs of the division. Minimum five years management experience required. Experience in the management and/or the comprehensive knowledge of at least one of the four program areas that are relevant to the assignment is preferred. Experience in supervising staff is preferred.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of local, state and federal laws and regulations relevant to program areas and of the principles and practices of public administration and management. Ability to manage program activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate policies and procedures; to prepare concise reports; to testify at hearings; and to plan, assign, and/or supervise the work of others.
