Project Description

The City of Pascagoula Mississippi will accept Statement of Qualifications from qualified firms for professional services for the preparation and delivery of Historic Structures Reports required for the rehabilitation of the 18th Century La-Pointe Krebs House.

Firms proposing to furnish such professional services should submit a statement of their qualifications.

Proposal Information

All submittals should be submitted to the City Clerk of The City of Pascagoula, Mississippi, at her office in City Hall during legal office hours between 8 am and 5 pm week days until 2:00 P.M., on Tuesday, October 6, 2009, at which time all submittals will be publicly opened and the owners names read aloud in the Council Chambers of City Hall.

All submittals shall be submitted in a sealed envelope addressed to the City Clerk of the City of Pascagoula, Mississippi. If a proposal is submitted by mail, the post office address of the City Clerk is P. O. Drawer 908, Pascagoula, MS 39568-0908. If a proposal is hand-delivered, the street address is 603 Watts Avenue, Pascagoula, MS 39567-4220. Please submit one (1) original and four (4) copies of your proposal and one (1) digital copy of your proposal.

All submittal envelopes shall be marked RESPONSE TO THE REQUEST FOR QUALIFICATIONS TO BE OPENED AT 2:00 P.M. ON TUESDAY, OCTOBER 6, 2009, and if any envelope is not so marked, any proposal contained therein will not be considered.

All proposal envelopes should contain the firms name, mailing address, and telephone number on the face of the envelope and also specify the name of the proposal item.

Scope of Work

The architectural team shall present to the City plans, reports and specifications for the restoration of the La Pointe-Krebs House (Old Spanish Fort). The project includes a written historic structures report that should conform to the National Park Services Preservation Brief 43, The Preparation and Use of Historic Structure Report. The principals involved should have professional qualifications conforming to the Secretary of the Interiors Professional Qualifications Standards as described in 36 CFR Part 61.

Basis of Award

The City of Pascagoula is seeking architects or teams of architects and other appropriate professionals with experience in comparable projects. Applicants should highlight projects with similarities to the proposed project. Major consideration will be given to applicants who demonstrate professional qualifications and experience with:

1. Vernacular architecture of the colonial era in the Americas

2. French Colonial architecture

3. Materials Conservation, especially Tabby and Bousillage

4. Preparing HSRs for buildings of similar size and significance

5. Familiarity with the Secretary of Interiors Standards for the Treatment of Historic Properties, as well as the NPS Preservation Brief 43, The Preparation and Use of Historic Structure

Reports

6. Ability to produce the HSR expeditiously

7. Degree of clarity and ease of use associated with the submitted qualifications.

The City of Pascagoula reserves the right to reject any or all proposals and to waive any irregularities or informalities in the proposals.

Specifications and Proposal Information

No proposal may be withdrawn for a period of thirty (30) days after the proposal date opening.
