Job Description—Assistant Director, Environmental Reviews, Indiana Division of Historic Preservation and Archaeology (Indiana State Historic Preservation Office)

The incumbent works at an advanced level within the DNR Division of Historic Preservation and Archaeology and is under the direct supervision of the Division Director/Deputy SHPO. Incumbent supervises and assigns the work of the staff members in the Historic Structures Review and Archaeology Teams and provides advice in the course of their review of and comment on projects under Section 106 of the National Historic Preservation Act, the National Environmental Policy Act, and Sections 14, 16, and 18 of IC 14-21-1, as well as participating in the review of, and commenting on, some of the more complex or problematic projects. Works with agencies, staff and customers to provide efficient and timely service, help customers and professionals through regulatory processes. The incumbent is also responsible for: managing and marketing the comprehensive SHAARD database; management of grants to expand the SHAARD data base, and other projects as needed or assigned.


The Assistant Director for Environmental Reviews provides coordination of all aspects of the environmental review programs of the Division of Historic Preservation and Archaeology and manages and augments the SHAARD cultural resource data base of the division.


Excellent communication skills, both verbal and written, thorough knowledge of Section 106 Review of the National Historic Preservation Act and at least 5 years' professional experience in carrying out Section 106 reviews, ability to manage people to complete small and larger projects effectively within prescribed time frames, knowledge of resource data bases and experience in managing data bases. Geographic Information Systems experience is desired. At least 5 years’ experience in managing professionals is preferred.

A Master's degree in history, architectural history, historic preservation, city planning, archaeology, anthropology, or closely related field is required, plus for non-archaeology or anthropology fields: at least two year's full time experience in research, writing, teaching, interpretation, or other demonstrable professional activity with an academic institution, historical organization or agency, museum, or other professional institution. For applicants with Master's in non-archaeology or anthropology fields, professional experience with a State Historic Preservation Office, consulting firm, local preservation commission, non-profit historic preservation, university, or archaeological organization is preferred. For applicants with a Master's degree in archaeology or anthropology, the following is also required: at least one year of full-time professional experience or equivalent specialized training in archaeological research, administration, or management; at least 4 months of supervised field and analytic experience in general North American archaeology; demonstrated ability to carry research to completion; and at least one year of full-time professional experience at a supervisory level in the study of prehistoric or historic archaeological resources. Candidates meeting the following qualifications for architecture or historic architecture may also apply: a professional degree in architecture, plus at least two years of full-time experience in architecture, or a State license to practice architecture. To meet requirements for historic architecture, a candidate must also have at least one-year of graduate study in architectural preservation, American architectural history, preservation planning, or closely-related field or at least one year of full-time professional experience on historic preservation projects. Competence with Word, Excel, and data base software is required.
