Planning and Development Review guides building and development in the city of Richmond. The department oversees building and trades permitting and inspections, compliance with the property maintenance code, current and long-range planning, enforcement of the zoning ordinance, and historic preservation.
In the facilitation of these duties, the department supports a number of boards and commissions, including, the Planning Commission, Commission of Architectural Review, Urban Forestry Commission, Urban Design Committee, and Board of Zoning Appeals.

Purpouse: The purpose of the class is to direct and execute a comprehensive municipal planning program, including amending the City’s Master Plan. The class is responsible for overseeing all City planning, development review, zoning, building permits and inspections, and property maintenance code enforcement activities. The class plans, organizes, and implements programs within major organizational policies; reports progress of major activities to executive level administrators through reports and conferences. Example of Duties: The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary. Provides supervisory oversight by providing leadership, meeting with employees, addressing and resolving personnel issues and problems, representing employees in City wide discussions, and leading efforts on hiring, training, and development.Plans, organizes, and directs all City planning activities; confers with City representatives and citizen’s and business groups on said matters.Prepares and administers the agency budgets.Acts as staff advisor to the Mayor, Chief Administrative Officer, Planning Commission and other City officials on issues relating to municipal planning.Plans and directs the work of professional planners, engineers, and technical support staff.Reviews and revises technical reports and preliminary plans for technical studies.Directs City’s building permits and inspections and property maintenance code enforcement programs.Sits on local and regional planning boards and councils. Qualifications, Special Certifications and Licenses: Requires Master of Science degree in city planning, public administration, architecture, landscape architecture, civil engineering, or other related area.Requires ten years of experience with five years in a managerial capacity.An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.No Special License or Certification required
Additional: This position is Executive/Unclassified and serves at the will of the Appointing Authority.City residency must be established within 12 months of appointment. This position will remain open until filled. |
