JOB DESCRIPTION:
Performs highly advanced managerial work overseeing the daily operations and activities of the THCs Architecture Division and its programs. Manages a team of professional staff, providing them with annual work plans, frequent feedback and constructive performance evaluations. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established program goals; coordinating and evaluating program activities and developing and evaluating budget requests. Plans, assigns, and supervises the work of division staff. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
EXAMPLES OF WORK PERFORMED:
· Serves as the director of the Architecture Division
· Serves as the director of the Texas Historic Courthouse Preservation Program
· Serves as a Deputy State Historic Preservation Officer for the agency
· Serves as liaison between the agency and the Texas chapter of the AIA
· Develops individual work plans for supervised staff and provides them with the guidance and feedback necessary to insure excellent performance
· Oversees the following division programs: federal Investment Tax Credit program, Section 106 reviews, grant administration, State Archeological Landmarks for architectural properties, RTHL architectural reviews, county courthouse reviews, and Texas Historic Courthouse Preservation Program
· Works with curators in the Historic Sites Division and with the Friends of the Texas Governors Mansion on matters related to the THCs role with the Texas Governors Mansion
· Provides program consultative and technical assistance to agency staff, governmental agencies, community organizations and the general public
· Works with and speaks to community and professional groups to coordinate, improve and stimulate interest in the agency and THCs architectural programs
· Oversees the development, review and revision of legislation pertaining to the Architecture Division
· Oversees special investigations, research studies and internal audits
· Develops and evaluates division budget requests
· Plans, implements, coordinates, monitors, and evaluates divisions policies and procedures
· Identifies areas of needed change within the division and makes recommendations to improve operations
· Represents the agency and Architecture Division at meetings, hearings, trials, conferences, and seminars or on boards, panels and committees
· Develops agendas and supporting materials for the Commissions Architecture Committee, and attends and provides guidance at all meetings of that committee and of the Commission itself
