ABOUT THIS POSITION
This position provides overall administration and program direction for the Historic Preservation Office as required by the HP Ordinance. The position will work and assist departments of the City in matters affecting historic preservation and also serve as a representative of the City to residents and organizations engaged in historic resource protection. The incumbent, in conjunction with current policy, will establish and maintain a program of incentives used to encourage owners of historic properties to obtain HP designation and also assist owners of designated property in recognition, restoration and maintenance of their historic, architectural or archeological resources. Duties include monitoring outside contractors in the performance of planning, survey, research, as well as project restoration and rehabilitation; issuing certificates of determination of potential eligibility for Historic Preservation District Designation based on criteria set forth in local ordinance; evaluating and making decisions and recommendations and/or decisions on proposed changes to historic preservation zoned properties (Certificates of No Effect and Certificates of Appropriateness); designing, developing and implementing a public education program; evaluating program needs and preparing program and funding proposals; overseeing the operating and capital improvement project budget; and coordinating existing program activities internally with other City departments, governmental agencies and with the community. Currently there is one vacancy in the Planning and Development Department.

SALARY
$68,464 - $109,542 annually - pending City Council approval. Appointment can be made above the minimum depending upon qualifications.
JOB REQUIREMENTS
§ Three years of experience in working with governmental or private non-profit boards or commissions in a program management or policy advisory position with increasing responsible experience in historic preservation and/or planning issues.
§ A bachelors degree in historic preservation, archaeology, architecture, architectural history, law, planning, public administration or a closely related field.
§ An equivalent combination of related experience and education may be considered.
PREFERRED QUALIFICATIONS The job requirements listed above, plus:
§ Masters Degree in historic preservation, public administration, planning, architecture, architecture history, or closely related field
§ Experience in public meetings and hearings which includes making presentations to boards, commissions, and bodies of elected officials.
§ Experience in supervising employees at the professional level.
§ Experience in managing programs that involve the expenditure of public funds.
