The Yap State Historic Preservation Office (YSHPO) hereby solicits for proposals from qualified and interested individuals, firms and organizations for the development of a Yap State Historic Preservation Plan for Yap State, Federated States of Micronesia. The development or writing of the plan includes: (1) outlining the steps for effective identification, management, objectives, policies and preservation of pre-historic, historic and submersed cultural resources; (2) review the state, national and other registers and identify and evaluate nomination of cultural resources; (3) establish guidelines for addressing preservation concerns including threats, disaster management and knowledge about cultural resources in Yap State; (4) define artifact curation policy, involving the public and professional participation in the HPP process; and (5) address public concerns relating to historic preservation.
The PROJECT COORDINATOR overseeing the survey must be a qualified professional meeting the DOI Secretarys Standards; 36 CFR 61, of the Historic Preservation Fund Grants Manual or U.S. National Historic Preservation Act. (In order to qualify as a citizen bidder, please check Title 9 of the Yap State Code which can be accessed at the fsmlaw.org or other relevant printed authorities.)
This project will be coordinated along with the FSM Archeologist and Anthropologist on an as needed basis. The successful proposal must include: (A) a project design, (B) Project Coordinators proof of minimum qualifications; (C) duration in which to conclude the project, and (D) the production of a professional report after the conclusion of the project within a reasonable and negotiated time-frame. The project budget must be itemized with the professional fees not exceeding $85.00 (eighty-five dollars) an hour.
The Yap State Historic Preservation Office reserves the right to accept or reject any or all bid proposals and/or negotiate any terms of the project contract agreement with the selected bidder. This announcement and any subsequent response or information from any qualified potential bidder shall not be construed as a contractual agreement or any form of commitment between that bidder and YSHPO.
Any qualified individual, firm or organization interested in submitting a proposal in response to this RFP must submit a sealed proposal labeled Development of the Yap State Historic Preservation Plan to the following address:
