The San Francisco County Transportation Authority is the sub-regional transportation planning and programming agency for San Francisco County. Originally created to administer the proceeds of Prop B, the first local sales tax for transportation, approved by the voters in 1989, the Authority has since been called upon to take on a number of additional roles and responsibilities mandated by state law and summarized by in the table below/above. These new roles complement the agency's original purpose and contribute to its increased effectiveness. On April 1, 2004, the Authority became the administrator of the Prop K sales tax for transportation, which superseded the original tax upon the voters approval of Prop K in November 2003. Pursuant to state law, the Authority is a separate legal entity from the City and County of San Francisco, with its own staff, budget, operating rules, policies, board and committee structure. The Authority's borrowing capacity is separate and distinct from that of the City and County of San Francisco. The Authority has also served as the San Francisco Program Manager for grants from the Transportation Fund for Clean Air (TFCA) since 1990. In this role, the Authority approves funding for transportation projects that directly benefit air quality, through reduced motor vehicle emissions. More recently, the Authority has begun serving as the administrator of Proposition AA (Prop AA), a $10 annual vehicle registration fee on motor vehicles registered in San Francisco, which was passed by San Francisco voters in November 2010. In this role, the Authority oversees the Prop AA program and allocates funds to street repair and reconstruction, pedestrian safety, and transit reliability and mobility improvements projects. The Authority Board consists of the eleven members of the San Francisco Board of Supervisors, who act as Authority Commissioners. Commissioner John Avalos is Chair of the Authority Board. Commissioner Scott Wiener is Vice Chair. The Authority Board has three standing committees and one special-purpose select committee. The Technology Services Division coordinates all technology support needs at the Authority, including travel forecasting and analysis, data analysis, print graphics, the agency website, and internal systems.


The Transportation Planner Series for the Authoritys Technology Services Division includes three levels of professional Transportation Planners who prepare complex travel demand forecasting model applications for planning studies, maintain the model, and manage the Geographic Information Systems (GIS) database. The Senior Transportation Planner and the Transportation Planner respectfully represent the mid- and entry-levels of the Transportation Planner Series for Technology Services Division. Note that only one position is being advertised, but we will consider candidates that reflect both the Transportation Planner and Senior Transportation Planner levels of experience.



Completion of a graduate degree in an appropriate discipline such as transportation planning, civil engineering, information systems, computer science, business or public administration, or related field.  Three (3) years of experience for Senior Transportation Planner or one (1) year of experience for Transportation Planner in transportation planning, travel demand forecasting or GIS analyses for transportation planning purposes. An equivalent combination of education and experience is acceptable.  Knowledge of standard transportation planning principles, techniques and methods; travel demand models and their applications in planning studies, quantitative and computational analysis principles and methods; computer programming in scripting, preferably C++ and Python languages; Citilabs TP+ travel forecasting software package capabilities.  Must have an advanced proficiency with standard computer spreadsheet, word processing, database management and other office administration software is.
