Historic York, Inc. serves as a community voice for the protection of historic buildings and sites.   • Serve as technical advisor to the City of York Historical Architectural Review Board (HARB). Fulfill the duties of HARB Consultant & Recording Secretary as outlined in Historic York's Certified Local Government (CLG) contract with the City of York to provide professional historic preservation staff.
  • Prepare Historic Preservation Certification Applications for the Federal Rehabilitation Investment Tax Credit Program for private Historic York clients as needed.
  • Serve as technical advisor and staff historic preservationist to the City of York Community Development Block Grant program. Fulfill the duties of technical advisor and historic preservationist as outlined in Historic York's CDBG contract with the City of York to provide professional historic preservation staff.  Also, provide the same services to the County of York as needed and to private Historic York clients.
  • Prepare nominations for the National Register of Historic Places.
  • Undertake Historic Sites Surveys for private Historic York clients.
  • Provide technical assistance to members of the public, private clients, contractors, architects, Historic York members, other organizations, government officials and others on preservation matters.
  • Conduct historical research for private Historic York clients and others.  Evaluate properties, conduct surveys as needed.
  • Conduct educational programs such as workshops, walking tours and lectures.
  • Research and prepare supporting documentation concerning controversial or other preservation issues for use by Historic York's Executive Director and Board of Directors.
  • Oversee the City of York Facade Easement Program and ensure that all facades are all properly maintained.
  • Prepare cost proposals for new work, and contact possible leads for new work.
  • Prepare monthly HARB/CLG and CDBG invoices for the City of York, and other invoices as needed for private Historic York clients.
  • Assist with research and writing of grant proposals.
  • Perform activities necessary for completion of various consulting contracts.
  • Promote preservation programs and work to increase the public's awareness of preservation and encourage private and public use of Historic York, Inc.'s consulting services.
  • Assist or provide full services for any other historic preservation project as needed including advocacy.
  • Assist with the training of volunteers.
  • Assist the Executive Director as needed.
  • Assist with fundraising and special events as needed.
  • Other duties as assigned.



Education: A Master's Degree from an accredited institution with training in historic preservation, architecture and construction management. Must meet 36 CFR Part 61 qualifications for a professional preservationist. Knowledge of requirements and procedures for the National Register of Historic Places, the Historic Preservation Act of 1966, the Secretary of the Interior's Standards for Rehabilitation and other applicable preservation standards and laws.

  • Working knowledge of historic preservation theory and practices, rehabilitation techniques, financing and real estate practices, and architectural history.
  • Demonstrated comprehension and experience applying Section 106 of the National Historic Preservation Act and other laws and regulations relating to cultural resources management (CRM) and historic preservation planning (HPP).
  • Outstanding historical research, digital photography, historic architecture identification, and technical writing skills and oral communication.
  • The ability to produce technical written materials that meet the Secretary of the Interior's Standards and Guidelines for Archaeology and Historic Preservation and other federal and state review agency standards and guidelines.
