The Executive Director develops under the direction of the Board of Directors, administers, implements, and documents Waukegans Main Street program, the goal of which is the revitalization of downtown Waukegan.

He or she serves as a liaison between and among all WMS committees and the Board of Directors as well as the State and National Main Street Programs. The Executive Director acts as the liaison between Waukegan Main Street, the City of Waukegan and other community partners.

The Executive Director is a full-time advocate for the downtown and a source for information, resources, and activities related to downtown revitalization. The Executive Director is the primary spokesperson for WMS and its efforts.† The Executive Director is the face of the organization and he or she is expected to be a visible presence downtown and is expected to be accessible to the community the organization serves.† This position involves a non-traditional work schedule.

The Executive Director's duties evolve as the program's goals and opportunities change. †The Director's duties include

Develop and apply downtown development strategies based on the Main Street Four Point Approach.The Executive Director will:

-††††††† Know or learn the Main Street Approach to downtown revitalization.†

-††††††† Identify the communitys human and economic resources that are directly or indirectly involved with the downtown and continuously develop and maintain partnerships with those resources.

-††††††† Assist the Board and committees in developing viable work plans based on program goals and objectives found in the four points.

-††††††† Ensure the WMS Board of Directors and key volunteers are well versed in the MS Approach.

Manage the administration of Waukegan Main Street.

The Executive Director will:

-††††††† Develop a system of communication so that all phone, electronic, and mail queries are responded to professionally and efficiently.

-††††††† Supervise & evaluate part time staff.

-††††††† Coordinate office volunteers.

-††††††† Develop and maintain systems to document the progress of the overall program in order to show economic and intangible benefits.

-††††††† Issue regular reports to the WMS Board of Directors.

-††††††† Complete all reports required by the State of Illinois and the National Main Street programs.

-††††††† Direct administrative functions including, but not limited to bookkeeping, record keeping, budget development, permit acquisition, insurance filings, and preparing reports for funding agencies.

Oversee the Main Street committees in fulfilling the work plan tasks and reporting to the Board of Directors.

The Executive Director will:

-††††††† Serve as a facilitator, coordinating people and resources and helping volunteers work efficiently and productively.

-††††††† Attend all committee meetings.

-††††††† Motivate and empower volunteers to do the work of the program.

-††††††† Ensure that there is good communication between and within the committees, and ensure that the committee activities are synchronized and moving smoothly according to the pre-established annual work plans.

-††††††† Develop and maintain systems to track and share the progress of work plan components.†

Implement Board fundraising goals, as determined by the Board of Directors, in conjunction with the Board and committees:†

-††††††† Solicit funds with the aid of the Board from businesses, foundations, corporations and individuals.

-††††††† Build and sustain relationships with all donors.

-††††††† Oversee the process of submitting proposals and grants and preparing fundraising materials.

Waukegan Main Street is seeking a full-time professional to head our organization as Executive Director. Applicant needs to be results oriented, high energy, collaborative and creative, and experienced in economic development. Waukegan IL is a city of 90,000+ and our Executive Director will serve as liaison between our organization and a 15-member working board as well as City staff, community, state and national organizations, and volunteers. Job duties include directing and implementing annual work plans in accordance with the Main Street approach, maintaining and growing an annual budget of approximately $150K, and coordinating 150 volunteers. Bachelorís degree, excellent communication and organizational skills are required; marketing, volunteer management and fundraising experience preferred. Salary package negotiable.
