Empire Telecom, a subsidiary of QualTek USA, is a turnkey provider in the Wireless Telecom Industry. We provide real estate, engineering, construction, project management and maintenance services to major wireless carriers. We are currently seeking an Architectural Historian for our Billerica, MA office.

This position is responsible for the completion of NEPA and Section 106 (SHPO and TCNS/Tribal) compliance documentation for proposed wireless telecommunications installations and modifications.



Primary Responsibilities:  


  • Conduct archival and technical research to identify historic resources within a projects defined Areas of Potential Effect for Direct and Visual Effects (APE-DE and APE-VE)
  • Photo-document existing conditions at each project site

  • Prepare FCC Form 620/621 and e106 system data entry to engage consultation with State Historic Preservation Office (SHPO) and other consulting parties

  • File Tower Construction Notification System (TCNS) to initiate consultation with Native American and complete follow-up consultation process with each interested Tribal party

  • Track all components of NEPA to ensure timely completion of final NEPA Summary report

  • Direct and oversee land/building acquisitions, leasing and site locations required for telecommunications installations

  • Preparation of landlord and tower company applications

  • Work under strict timelines to bring in lease agreements that are acceptable to client

  • Assist in completion of Zoning and Permit applications for submittal to jurisdictions and coordinate the zoning process with outside counsel and vendors

  • Work directly with the Site Acquisition Manager and assist in all aspects of project

  • Coordinate, schedule, and track site visits and technical team visits with various departments

  • Work with A/E firms on cell site drawings, exhibits, and renderings

  • Obtain landlord approval on construction drawings and zoning/permit applications

  • Prepare and update site status reports/databases, site close-out packages, and attend client meetings as required

  • Assist Management in preparation of client billing

  • Other duties as assigned

  • Working knowledge of site acquisition process,  zoning codes, procedures and how various government agencies operate
  • Excellent computer/reporting skills, including a high level of proficiency with MS Excel and other database/project management tracking tools
