Historic Preservation Specialist/Cultural Resources Manager

A Historic Preservation Specialist/Cultural Resources Manager (Research Associate III Special) position is available with the Center for Environmental Management of Military Lands (CEMML).  This position is located at the U.S. Navy Headquarters at the Washington Navy Yard, Washington, DC.  The successful candidate must demonstrate U.S. employment eligibility by proposed start date; CEMML will not provide visa sponsorship for this position.


REQUIRED JOB QUALIFICATIONS: MS/MA in historic preservation, archaeology, or another related field, and knowledge and experience with historic preservation, archaeology, planning, and cultural resources management as well as other training pertaining to the position is required plus 2 or more years of relevant experience. Demonstrated knowledge of U.S. federal historic preservation laws and programs is a must. Must have or be able to obtain a valid U.S. drivers license.



  • Demonstrated experience with cultural resource management and US federal historic preservation laws and policies is beneficial.
  • Experience with historic preservation management planning is helpful.
  • Demonstrated knowledge of most standard computer programs as well as proficiency in database management and SharePoint software is a plus.
  • Experience conducting CR management planning on U.S. military installations and extensive knowledge of Department of Defense and U.S. Navy policies and processes relating to historic preservation and cultural resources management is helpful.
  • Excellent oral and written communication skills are beneficial.


Work may entail travel to U.S. military installations on occasion. All CR management activities will be coordinated with the program manager for CR. Work products required include the following: developing agreement documents; managing inventories and studies; overseeing development of plans; reviewing drafts, draft final, and final documents; providing comments and coordinating comments from other reviewers; representing ANG interests and ensuring all deliverables are submitted and meet generally accepted professional standards.


 Program Data Collection, Management, and Reporting

  • Guide collection of Navy Cultural Resource (CR) Program data for the Defense Environmental Report to Congress, Environmental Management Review for OSD, and provide technical guidance to the Navy field as they are collecting and reporting this data.
  • Provide written recommendations to the CR Program Leader on the process and the results of the Defense Environmental Programs Annual Report to Congress (DEPARC)/Environmental Management Review (EMR) data collection.
  • Drive collection of data for the Navy CR Program Effectiveness Metrics, and provide technical guidance to the Navy field as they are collecting and reporting this data.

Technical Document Review and Reporting

  • ·         Conduct technical review and provide written recommendations to the CR Program Leader for Draft Integrated Management Plans and National Register of Historic Places nominations submitted for review by the Naval Facilities Engineering Command (NAVFAC) HQ office.


  • ·         In coordination with the CR Program Leader, as a local subject matter expert, provide technical guidance to the Navy field as needed to address questions regarding requirements of the NHPA Sections 106 and 110.



  • ·         Provide to the Cultural Resource Program Leader a written summary of work completed and recommendations for future work; furthermore ensuring all deliverables are submitted and meet generally-accepted professional standards.

SALARY AND BENEFITS: Salary is commensurate with experience and qualifications. Annual salary range $74,000 to $76,000.
