Broad Scope of Position

This position exists to review, consult, and comment upon project submittals from federal and state agencies pursuant to the National Historic Preservation Act and State Register Act.

  • Independently review and provide technical comments in writing within legally prescribed time limits to federal and state agencies pursuant to Section 106 of the National Historic Preservation Act and the Colorado State Register Act.
  • Independently consult,manage,and monitor complex multi-year project reviews under various environmental laws, including the National Historic Preservation Act and the National Environmental Policy Act.
  • Independently negotiate with and provide technical assistance to federal and state agencies on various types of agreement documents regarding historic preservation compliance.
  • Independently monitor,track, review, and approve mitigation measures stipulated in executed agreement documents.
  • Independently review and provide written comments and technical assistance to federal and state agencies regarding Environmental Impact Statements and other decision documents required by the National Environmental Policy Act.
  • Research and interpret federal and state laws and regulations in its program areas.
  • Consult with Native American Tribes in regards to agreement documents and historic preservation laws.
  • Attend and participate in out-of-office project meetings,including multi-agency meetings, as well as making site visits to project areas to consult under the National Historic Preservation Act,National Environmental Policy Act,and State Register Act with federal and state agencies and the public in regards to historic preservation compliance issues and concerns.
  • Make presentations and train federal and state agency staff, consulting parties and the public regarding historic preservation compliance responsibilities.
  • Provide comment and technical assistance to national preservation organizations, such as the National Council of State Historic Preservation Officers,Preservation Action, and the National Trust for Historic Preservation.
Responsibilities:

Keep abreast of statutes,regulations and guidance affecting the position's responsibilities. Independently monitor and comment in writing and in oral communication when appropriate on developments in historic preservation,proposed legislation and regulation changes. Apply a wide range of qualitative and quantitative methods to assess and improve the office's effectiveness and the knowledge of federal and state agency staff members as well as the interested public. Independently monitor and interpret laws and comments in writing, including preparing testimony for the Deputy State Historic Preservation Officer and Intergovernmental Services Manager on developments in historic preservation, proposed legislation,and regulation changes.

General and Additional Duties

Apply a wide range of qualitative and quantitative methods to assess and improve the office's effectiveness and the knowledge of federal and state agency members as well as the interested public. Work proactively with other office units to develop survey methodologies, regulations and geospatial information systems best practices to ensure that products received as a result of the Section 106 and State Register Act consultation processes are readily and quickly integrated into the database and filing systems. Develop, coordinate and assist in one of two program areas that may include, but are not limited to, the state's unmarked burial program or geospatial information systems/database management.

 

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights: 

The successful candidate will possess a Master's degree in Anthropology,History or a closely related field and a minimum of two years experience managing archaeological resources.

Preferred Qualifications

The successful candidate will also possess two years experience using geospatial information systems (ESRIpreferred) as well as the ability to script Python for ArcGIS and/or two years experience consulting with Native American Tribes or other under-represented groups on cultural issues.
