Job Description

 

The City and County of Denver is seeking a highly motivated, creative and accomplished design related professional with expertise in historic preservation planning and historic design review to join our Planning Services team.

 
This position is in the Planning Services Division of the Denver Community Planning and Development Department and is responsible for carrying out the requirements of the city's Historic Preservation Ordinance.  Primary duties will include, but are not limited to, assisting  and guiding applicants submitting projects through the city's historic design and demolition  review processes, reviewing applications for Certificates of Appropriateness in accordance with adopted design guidelines and policies, preparing staff reports and making staff presentations before the Landmark Preservation Commission and the Lower Downtown Design Review Board, promoting the landmark preservation program through public outreach initiatives and engagement, and providing general historic preservation expertise for other planning initiatives and policies.

Job Responsibilities

The Senior City Planner Historic Preservation will focus on the design review and demolition review of the Landmark work program.  This includes the following activities:
 

  • Reviews a wide range of proposed projects in historic districts and for designated landmark sites using adopted landmark preservation design guidelines and policies. This includes reviewing applications for signs, additions, alterations, and infill construction, including complex and multi-faceted projects in 52 historic districts and for approximately 300 designated landmarks citywide.

 

  • Reviews and researches demolition permits and Certificates of Non-Historic Status in order to determine designation potential before approvals can be issued.

 

  • Provides seamless and high quality customer service to help applicants navigate the landmark preservation design review and demolition review processes, assisting property owners, architects and contractors at the initial pre-application phase of a project, and providing guidance to applicants on how to develop projects that meet landmark preservation program and ordinance requirements. 

 

  • Coordinates with other city staff to help applicants resolve overlapping development issues related to zoning, building code and other city development requirements.  

 

  • Issuing staff reports and presentations to the Landmark Preservation Commission and Lower Downtown Design Review Board review. 

 

  • Making site visits for specific projects, and coordinating with interested parties and stakeholders, including neighborhood design review committees, as needed throughout the design review process.

 

  • Participates in other aspects of the landmark preservation program as needed.  This may include providing team support for: designation applications, state historic preservation tax credits applications; help evaluate and develop city landmark preservation processes, policies and procedures; to develop and promote public education programs related to landmark preservation; and to provide expertise and input on a wide range of city planning studies and initiatives.

 

Qualifications

Education Requirement:

Master's Degree in City or Regional Planning, Architecture, Landscape Architecture, Engineering, Historic Preservation or a directly related degree.

Experience Requirement:

Three years of professional experience in city or regional planning. 
Highly desired is three years of professional experience in developing and implementing policies, procedures and design guidelines related to historic properties and districts.
 
This position requires demonstrated knowledge and use of the Secretary of the Interior's Standards
