FEMA Region III is looking to hire a historic preservation specialist in our Philadelphia, PA office.  This is a four-year temporary full time position.  The selected individual will be responsible for conducting Section 106 compliance activities, including consultation letters, adverse effect negotiations, programmatic agreements, and disaster deployments as needed. 

The position is targeting a SOI-qualified individual to evaluate impacts on the built environment (structures). 

In this position, you will serve as a senior-level analyst and advisor to senior management on the performance of Environmental / Historic Preservation (EHP) program work relating to environmental planning/historic preservation regulations, e.g., ensure compliance with environmental laws and regulations, or prevent / mitigate adverse impact to environmental and historic resources as a result of agency program implementation. Typical assignments include:


  • Serving as senior level analyst and advisor capable of completing complex environmental compliance reviews and providing technical assistance to colleagues and internal and external stakeholders.
  • Managing complex projects and facilitate often unprecedented resolutions with multiple stakeholders.
  • Completing non-disaster and disaster program environmental compliance reviews, to specifically include historic preservation compliance documents to fulfill Section 106 responsibilities.
  • Drafting or finalizing agreement documents, standard operating procedures, policy, guidance, resources or tools, especially those related to streamlining EHP compliance reviews, with particular emphasis on historic preservation.
  • Conducting training and outreach to internal and external stakeholders.
  • Participating in emergency response or recovery operations as needed.
