General Description and Classification Standards
The Department of Planning and Community Development (DPCD) provides the leadership role in creating opportunities for our City to continue to grow and sustain our diverse communities that define and give Atlanta its unique character. The Departments objective is to guide the development of the City through of planning, design review, plan approval, code compliance, and housing assistance. The Department works closely with the Neighborhood Planning Units, independent community organizations, and developers in an attempt to provide the policy guidance and assistance to support the growth of our community.
The Director, Office of Buildings directs the staff and activities focusing on enforcing the Codes adopted by the City of Atlanta to ensure minimum standards for the construction, repair, demolition, occupancy and maintenance of buildings, structures and properties. The Director leads best in class customer centered permitting, plan review, inspection, and zoning enforcement services required by the Citys Codes for repairs, alterations and additions to existing structures and new residential and commercial construction. The Director is also responsible for protecting the tree canopy on private property throughout the City.
Direction received is general and focuses more on long-term and short-term operating objectives, managerial effectiveness, and operating results. This level would be considered "middle" management.
Essential Duties & Responsibilities

Directs customer-centered teams organized to execute permit processing. Leads the selection, training, deployment and development of permitting teams to achieve high levels of service, operational effectiveness, and compliance with relevant laws and codes.
Directs the design and execution of building operations including process design, execution, and improvement. Directs the use of technology, including on-line tools, to enable process management, electronic and collaborative plan review, and tracking and reporting.
Directs planning, inspection, and permitting processes; analyzes, redefines, and implements improvements to the building division; works with staff to review developers' plans to ensure compliance with zoning, code and environmental regulations and economic development policies; formulates observations based on the evaluation of the developers' plans and their compliance with applicable ordinances and regulations.
Controls and approves department and division expenditures; ensures compliance of the federal and state land use and zoning laws; works with the developers, citizens and other affected parties in creating a comprehensive plan to meet the needs of the City.
May commit department to action. Establishes organization strategy and policy within required legislative or executive limitations. Recommends policy or strategy changes; modifies organization to achieve objectives.
Analyzes complex building and other challenges and applies sound judgment. Applies organizational policies. May interpret organizational policies and recommend exceptions.
Directs functional managers and cross-functional teams. Oversees work performed and performance management. Provides guidance on objectives, end results, policy and code application, and trouble shooting.
Knowledge, Skills & Abilities
