The Troy Community Land Bank is seeking a full time Executive Director. Interviews will begin late in the Spring of 2017, and the job will be filled this year, as quickly as an appropriate candidate can be found and is available.

Job Description

We seek a bold leader and spokesperson with a passion for the mission and all it can accomplish. In our first two and half years we have established a strong focus on a specific target area; Troy's most disadvantaged neighborhood. We look now for a leader to maintain that focus while expanding our capacity to impact threatened and distressed neighborhoods throughout the City, and possibly beyond.

While the organization is fiscally sound at this time, future funding is not guaranteed. One of the most critical aspect of the job is to conceptualize and create a sustainable income stream for the long-term future of the Troy Community Land Bank.

Knowledge of Public Authority and Budget Office rules are desirable but not required. Patience and persistence with these rules is essential.

Specific qualifications

  • A minimum of five years' experience in Urban Planning, Real Estate Development/Finance, Public Administration or closely related field is required. A Bachelor's degree is required, a Master's degree is preferred.
  • Proven administrative and leadership skills.
  • Strong public presence and media savvy.
  • Exceptional thought leadership, intellectual and strategic abilities, and the capacity to turn big ideas into actionable plans.
  • We seek a candidate with well-developed ideas for improving, not eliminating, the City's lower income neighborhoods. A solid grasp of the political, economic, social and cultural issues that impact our communities would be a major asset.
  • An understanding of the importance of the social, cultural and economic aspects of neighborhood renewal to compliment experience with real estate matters.
  • Strong writing and presentation skills.
  • Must be a bridge-builder between all groups of people and build consensus and trust that will pave the way to transformation success.
  • A non-partisan approach with a keen political sense is required and will be tested on the job.
  • You must be comfortable in a room with diverse stakeholders and see that as an opportunity to build bridges to new ideas and discovery. You must be prepared to stand up for what you believe, push back against the tide for your beliefs and take calculated risks. A sense of humor is essential, preferably a disarming one.

Job Responsibilities

  • Provide staff support to the board and its committees and serve as the board's liaison to community and civic groups, government and elected officials.
  • Oversee all accounting functions including those necessary for auditing, budgeting, financial analysis, capital asset and property management and payroll.
  • Create and manages acquisition, demolition and disposition programs.
  • Be responsible for development of agreements including negotiating terms that reflect the needs of the community and the Troy Community Land Bank.
  • Source and pursue grant opportunities along with other fund development opportunities.
  • In partnership with the Board of Directors, develop short, medium and long-term strategic plans and the success measures necessary to determine outcomes.
  • Assist the Board of Directors in creating the vision, mission and strategic plan of the organization.
  • Represent the organization with the media and at state-sponsored events, and ensure the land bank maintains maximum visibility.
  • Assemble a support staff necessary to meet objectives. Provide systems, develop skills and establish an organizational culture of competence and caring. Be responsible for all Human Resource activities of the organization.
  • Analyze and evaluate vendor services, particularly for insurance, legal and management of TCLB funds.
  • Work and communicate effectively with our community advisor partners to ensure all recommendations for neighborhood improvement are supported at the grass roots level.
  • Create alternative sources of revenue generation and lines of business.
  • Coordinate all legal matters with the county, municipalities and the state.
  • Manage the transfer and disposition of all properties into and out of the land bank.
  • Improve and expand relationships with developers, non-profits, community development organizations, and businesses on their goals and plans.
