Section Information: The North Carolina State Historic Preservation Office assists private citizens, private institutions, local governments, and agencies of state and federal government in the identification, evaluation, protection, and enhancement of properties significant in North Carolina history and archeology. The agency carries out state and federal preservation programs and is a section within the Division of Historical Resources, Office of Archives and History, North Carolina Department of Natural and Cultural Resources(NCDNCR). The office serves as the staff of the state historic preservation officer, who is the NCDNCR Deputy Secretary for the Office of Archives and History, and as staff of the North Carolina Historical Commission in the review of state and federal development projects that might affect historic North Carolina properties. The chief services of the State Historic Preservation Office are: The statewide survey of historic buildings, districts, and landscapes. The HPO is the repository of field notes, photographs, research reports, National Register nominations, and other materials related to the statewide survey. Published information on historic places in North Carolina may be found in scores of state and local architectural survey publications. (Note: The Office of State Archeology, which conducts the statewide survey of archeological sites, is a separate section within the Office of Archives and History.) Nominations of eligible properties to the National Register of Historic Places. Environmental Review of state and federal actions affecting historic and archeological properties. Technical assistance to owners in the restoration of historic properties, including those owners seeking state and federal rehabilitation income tax credits. Grant assistance for historic preservation projects. Technical assistance to local preservation commissions, including administration of the Certified Local Government (CLG) program. Historic preservation education, including publication of preservation plan updates and the HPO newsletter, Worth Saving.

The State Historic Preservation Office within the Division of Historical Resources is charged with helping preserve and enhance properties listed in or eligible for listing in the National Register of Historic Places. This time limited position will review Disaster Recovery and Hazard Mitigation projects in the counties most affected by Hurricane Matthew. It is time limited to 12 months with the potential of renewal for another 6 to 12 months. It will:
  • Using the HPO GIS and statewide survey databases, review (within 14 days of receipt) disaster recovery and hazard mitigation projects funded by federal and state agencies.
  • Determine if historic properties will be affected; and, if so determine the effect(s).
  • Work with project sponsors and property owners to adjust plans to avoid adverse effects to historic properties, if possible; or
  • If adverse effect(s) cannot be avoided, develop Memorandums of Agreement to resolve the adverse effect; and
  • Monitor the mitigation measures outlined in the Memorandums of Agreement to ensure fulfillment.
  • The work is time sensitive and will involve travel with possible over-night travel and evening meetings.

KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

Qualified candidates must possess:
  1. Must have demonstrated experience in determining eligibility of buildings, structures, districts and landscapes for listing in National Register of Historic Places.
  2. Must have experience in use of Geographic Information Systems (GIS), Access databases, and Excel.
  3. Must have demonstrated experience implementingSection 106 of the National Historic Preservation Act and regulations of the Advisory Council on Historic Preservation at 36 CFR 800, including preparation of Memorandum of Agreement.
  4. Must be able to show proof of handling multiple projects at same time and delivering products by deadlines.
  5. Ability to work with diverse audiences and negotiate differences to resolve disputes is required.
  6. Must meet theSecretary of Interiors Professional Standards at 36 CFR Part 61.
  7. Must have a valid driver's license.
  8. Position requires strenuous walking and/or climbing over uneven surfaces and/or terrain.
Management Preference:
Community planning experience on local and/or state level.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Master's degree in historic preservation, planning, architectural history, or a closely related field and three years of experience in historic preservation; or graduation from a four-year college or university with a major in history, planning, or architectural history, or a closely related field and four years of experience in historic preservation; or an equivalent combination of training and experience.
