RFP Kosrae State Historic Preservation Plan

The Kosrae State Historic Preservation Office (KSHPO) hereby solicits for proposals from qualified and interested individuals, firms and organizations for the development of a Kosrae State Historic Preservation Plan for Kosrae State, Federated States of Micronesia within six (6) months of notice to proceed. This project involves Federal Funds, which are subject to federal grant funds availability, and compliance with all applicable Federal, State, and local laws, rules and regulations is required. The project will be coordinated along with the Kosrae State Archaeologist and/or Cultural Anthropologist on an as needed basis. The production of a professional report meeting the Secretary of Interior’s Standards is required after the conclusion of the project within a reasonable and negotiated time-frame.

Interested individuals or firms must have a qualified principal investigator (PI) who meets the DOI Secretary of Interior’s Standards for archaeological research with at least a Master’s degree in anthropology or related field and two (2) years of unsupervised field work experience in conducting ethnographic and/or archaeological survey and inventory. Professional qualification requirements and standards should be stated to provide the selecting official with sufficient information to determine if the offer meets the 36 CFR 61 standards, understands the project and its purpose and is able to plan and organize to meet the purposes of the project. The PI must be on site for at least one (1) month for fieldwork. The development or writing of the plan includes:

(a) address public concerns relating to historic preservation—A summary of how the State Plan was developed, including a brief description of how the public participated;

(b) a summary assessment of the full range of historic and cultural resources throughout the State; including current important issues facing historic preservation, threats and opportunities, and the current state of knowledge about historic and cultural resources or classes of historic resources throughout the State;

(c) outlining the steps for effective identification, management, objectives, policies and preservation of pre-historic, historic and submersed cultural resources—guidance for the management of historic and cultural resources throughout the State, such as is typically expressed in policies, strategies, goals, and objectives, that provide a vision for the State as a whole, and a direction for the KSHPO office;

(d) review the state, national and other registers and identify and evaluate nomination of cultural resources, establish guidelines for addressing preservation concerns including threats, disaster management and knowledge about cultural resources in Kosrae State;

(e) define artifact curation policy, involving the public and professional participation in the HPP process; and the time frame of the State Plan (or "planning cycle"), including when the State Plan is next scheduled for revision or review; and,

(f) a bibliography of special studies and other support documents used in preparing the State Plan.
