The Historic Preservation Program (HPP) is a dynamic part of the Neighborhood Services Division (NSD) within the Department of Community Planning, Housing and Development (CPHD). The Program helps identify, document, and preserve Arlington's historic resources and cultural heritage. In particular, the program staff: oversees the enforcement of the Historic Preservation Ordinance; supports the functions, committees, and activities of the County Board-appointed Historical Affairs and Landmark Review Board (HALRB); and promotes historic preservation through a variety of special projects. The HPP staff manages the review and approval process for Certificates of Appropriateness (CoAs) in the County's 40 local historic districts; offers technical assistance to property owners, other staff, and the general public; and provides input on special planning initiatives and review processes affecting historic properties.

The Historic Preservation Specialist position fulfills the following key functions within the HPP:

  • Conducting continual monitoring and CoA-related inspections in all of the County's local historic districts;
  • Creating, recording, and maintaining field data, correspondence, and documentation pertaining to CoA applications in progress, building permits issued, and CoA related inspections and/or compliance issues;
  • Receiving and processing CoA-related complaints and pursuing compliance;
  • Receiving and evaluating various types of trade and building permits;
  • Assisting preservation planners with research and planning studies by compiling data, completing research and/or statistics, preparing reports, making recommendations, and coordinating with inter-departmental staff teams;
  • Assisting preservation planners with civic engagement efforts for the HPP related to major projects such as updates to the Historic Preservation Master Plan, updates to historic district design guidelines, and inter-departmental initiatives involving historic preservation, cultural heritage, and heritage tourism;
  • Planning, developing, and implementing historic preservation-related outreach and educational activities/programming for a broad and diverse range of the community;
  • Providing technical preservation guidance to various community and internal constituents, including property owners, residents, management companies, architects, contractors, the general public, the HALRB, and other County staff;
  • Helping maintain the large records collection of the HPP and making those records more accessible to the public; and
  • Providing verbal interpretation assistance to a culturally and ethnically diverse population, including many of whom speak Spanish and have difficulty communicating in English, to improve the accessibility of the County's services and programs.

The employee must work effectively and diplomatically with County staff, citizen commissions/advisory groups, citizens and property owners, architects, contractors, and the development community to carry out Arlington's historic preservation goals, which are a key part of Arlington's Urban Village vision.

SELECTION CRITERIA

Minimums: Bachelor's degree in Historic Preservation, Public History, Architecture, History, Urban Planning, or a closely related field, plus significant professional experience in a preservation- or urban planning-focused organization. Only candidates proficient in English and Spanish will be considered.

The ideal candidate will also have experience in the following:

  • Enforcing zoning ordinances, land use policies, and/or historic district design guidelines; and
  • Planning and executing a range of educational/outreach events with a focus on historic preservation, architecture and/or cultural heritage.
