The Historic Preservation Program of the Raleigh Urban Design Center provides public assistance for protecting Raleigh’s historic character and resources. The unit implements the Historic Preservation Element of the Comprehensive Plan and administers the city’s historic preservation regulations. The unit provides preservation planning services, administers the Certificate of Appropriateness (COA) process and Raleigh Historic Landmarks program, and provides staff support to the Raleigh Historic Development Commission.

Supports the historic preservation program and the Raleigh Historic Development Commission (RHDC).

  • Analyzes architectural and landscape drawings, including plans, sections, elevations, and details, to determine compliance with the Design Guidelines for Raleigh Historic Districts and Landmarks.
  • Coordinates, attends and facilitates RHDC meetings; prepares agendas and technical materials
  • Conducts and participates in meetings and site visits to help clients understand policies and rules affecting Certificates of Appropriateness (COAs) and other historic development projects.
  • Responds to inquiries from and provides technical assistance to the general public, property owners, architects, engineers, landscape architects, and building trades specialists in matters relating to historic preservation practices and regulations.
  • Prepares and presents oral and written reports; directs the preparation of special maps, charts, and other materials for inclusion in presentations.
  • Evaluates, analyzes, and proposes development projects and rezoning requests related to historic resources.
  • Meets with and advises municipal officials, commission members, and citizen groups in complex historic preservation planning matters; provides information and administrative support and assists in formulating policies and objectives.
  • Serves as project manager for special studies in historic property designations, historic district designations, housing and urban development, and center city and neighborhood revitalization. Participates in various special projects. Reviews activity status, timelines and resource allocation.
  • Assists in the interpretation and development of the comprehensive plan.
  • Conducts and leads community outreach and engagement efforts.
  • Administers contracts to vendors and consultants and evaluates consultant work; prioritizes and schedules work and activities.
  • Other duties as assigned. 

Education and Experience

Bachelor's (4-year) college degree or equivalent required. Master's degree in a field associated with design of the built environment and historic preservation is highly preferred. Applicants may substitute additional relevant experience for the required education. At least 5 years of relevant experience is required. Applicants may substitute additional relevant education for the required experience.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
