State College is a home rule municipality in Centre County in the Commonwealth of Pennsylvania. It is the largest designated borough in Pennsylvania. It is the principal borough of the six municipalities that make up the State College Metropolitan Statistical Area, the largest settlement in Centre County.

$10,000 on retainer for 2018

The Borough of State College (Borough), State College, Pennsylvania is soliciting Proposals from professional individual(s) and/or consulting firms for services which will include, but not limited to:

a. Review and evaluate Certificate of Appropriateness (COA) Applications based on the criteria for review established by Ordinance 2104 (see Appendix A) and the adopted Historic District Design Guidelines (currently being created).

b. Provide a written report/professional advice on the applications to Borough Planning Staff, the Historic and Architectural Review Board (HARB), and Borough Council assessing the potential impact of proposed work on the historic resources, the strengths and concerns with the proposal, and provide comment for discussion with the applicants. Based on the previous items, provide a written set of recommendations for inclusion by Council in a COA permit approval.

c. Be available by phone, if needed, for further decisions or clarification during the public review process of the COA Application.
