Advises organizations and city departments on historic preservation policies. Conveys policy recommendations on behalf of Historic Preservation Commission to other city boards and commissions. Prepares budget and prepares reports for Historic Preservation Commission. Evaluates projects using standards outlined by the Secretary of the Interior and in local ordinances. Coordinates permitting processes. Develops all federally funded historic preservation programs. Conducts federally mandated reviews and maintains required reports and recordkeeping. Documents historic properties according to standards set by the federal government and oversees revisions of survey documentation. Develops programs to further enhance historic preservation within the city such as facade programs, Walking Tour Brochures, and events and lectures. Assists Neighborhood Development Division in developing partnership programs to revitalize and stabilize neighborhoods. Prepares and coordinates historical research, National Register nominations, and educational projects, surveys, publications, presentations, and conferences. Assists staff to the BUEA with administration and monitoring of their historic façade grant program. Manages historic preservation projects, which includes, but is not limited to, the following duties: conducts on-site inspections; reviews construction plans, specifications, and cost estimates; and supervises construction. Prepares and submits all historic preservation grant applications on behalf of the city commission; administers federal and state grants upon approval; and assists with grants in other departments which pertain to historic sites. Coordinates with other departments regarding preservation issues. Conducts all internal Section 106 Reviews to assess impact on surveyed historic properties according to federal standards set out in 36 CFR Part 800: Protection of Historic Properties. Responsible for Environmental Review of all applicable CDBG and HOME projects, coordinates notice and documentation according to the National Environmental Policy Act. Prepares and coordinates historical research, National Register nominations and educational projects, surveys, publications, slide presentations and conferences.
