Our state (DC) currently has no specific wording preventing the painting of historically unpainted brick in historic districts. I would like to know if other cities have this same loophole?
If an owner gets a permit, they do not disclose their plans for painting (from which they would be strongly discouraged), and once done, it is virtually irreversible. |

The DC ordinance 2-144, as amended, is not unusual in this regard. The National Council of Preservation Commissions might have more information about the actual percentages or specific examples. |

though time will tell in terms of the programs success, was it poor legislation and implemenation which led to the programs early closure? |

I think its poor implementation. We have legislation but are not perfect at implementing them. |
